Job Summary

The HR Manager oversees the full spectrum of human resources functions for construction and hospital projects. This role ensures effective recruitment, workforce planning, compliance, employee relations, and HR operations to support project delivery and organizational growth.

Key Responsibilities1. Recruitment & Workforce Planning

  • Lead end-to-end recruitment for project-based and corporate roles (engineers, site staff, admin, healthcare support roles)
  • Develop manpower planning aligned with project timelines
  • Build talent pipelines for critical roles (Engineers, project managers, site supervisors)
  • Manage onboarding and mobilization of site workforce

2. HR Operations & Administration

  • Oversee payroll, attendance, leave management, and employee records
  • Ensure HR documentation is accurate and up to date (contracts, policies, compliance files)
  • Manage HR systems and reporting (e.g., HRIS, recruitment trackers)

3. Employee Relations

  • Handle employee grievances, disciplinary matters, and conflict resolution
  • Promote a positive work culture across site and office teams
  • Ensure communication between management and workforce is clear and structured

4. Compliance & Legal

  • Ensure compliance with Malaysian labor laws and statutory requirements (EPF, SOCSO, EIS)
  • Manage audits, HR policies, and employment contracts
  • Ensure compliance with site regulations, safety requirements, and contractor workforce standards

5. Performance Management

  • Implement appraisal systems and performance tracking
  • Support management in setting KPIs and evaluating employee performance
  • Drive employee engagement and retention strategies

6. Training & Development

  • Identify training needs for construction and hospital-related roles
  • Coordinate training programs (technical, safety, compliance)
  • Support leadership development and succession planning

7. HR Strategy & Reporting

  • Develop HR strategies aligned with business and project goals
  • Provide HR analytics and reports (turnover, hiring metrics, workforce cost)
  • Support management decision-making with data-driven insights

Requirements

  • Bachelor’s Degree in Human Resource Management, Business Administration, or related field
  • 5–10 years of HR experience, preferably in construction, engineering, or hospital-related projects
  • Strong knowledge of Malaysian labor law and statutory compliance
  • Experience handling high-volume recruitment and project-based hiring
  • Strong stakeholder management and communication skills
  • Proficient in HR systems and Microsoft Office

Preferred Qualifications

  • Experience in hospital or healthcare project environment
  • Exposure to blue-collar workforce management and site HR
  • Knowledge of industrial relations practices
  • HR certification (e.g., MIHRM) is an advantage
