Malaysia Health and Safety Manager

ROLE DESCRIPTION

  • Reporting to Malaysia Health and Safety Manager
  • Manage & Support all aspects of Health, Safety management in the Business Unit through the life of projects from initiation, business development, construction and operation.
  • Lead, manage, organize and supervise all HSSE matters before and during the construction of various projects at ENTITY level:
    • Develop, implement and maintain the HSSE policies, guidelines, practices, objectives, management systems and tools to reflect these requirements and ensure they are implemented;
    • Establish HSSE plan specific to each project taking into account ENGIE, local regulation, Customer and Contractors plans;
    • Hand over HSSE plan from construction to Operations upon Testing & Commissioning
  • Organize, interface with entities HSSE professionals & provide support and improve HSSE performance, including providing on-ground support to entities as required and ensure strong sharing of best practices and lessons learnt.
  • Plan and organize HSE related activities or events to promote and educate staff on good safety culture and good work practices.
  • Review and identify HSE related training requirements for various category of staff to meet the mandatory requirement and also to meet the job requirement.
  • Develop & execute in house training material/video, organize and conduct in house training and maintain training record.
  • Prepare or review publication materials to educate the workforce.
  • Conduct HSE inspection and incident investigation when necessary.
  • Review legal requirements on HSE aspect & ensure compliance.

INTERNAL INTERFACES

  • Operations / Project / Site Management
    Works closely with line managers, supervisors, and project teams to identify workplace hazards, implement safe work procedures, and ensure safety requirements are integrated into daily operations.
  • Senior Management / Leadership Team
    Reports on safety performance, incidents, and compliance status; advises management on risk exposure, regulatory obligations, and continuous improvement initiatives to strengthen safety culture.


EXTERNAL INTERFACES

  • Regulatory Authorities
Liaises with enforcement and regulatory bodies on statutory reporting, inspections, audits, investigations, and compliance with Workplace Safety and Health legislation.
  • Contractors and Sub‑contractors
    Engages external contractors to ensure alignment with company safety standards, conduct risk assessments, review method statements, and enforce safe work practices on site.
  • External Consultants / Service Providers
    Coordinates with accredited safety consultants, trainers, medical service providers, and auditors for specialised assessments, training programmes, health surveillance, and audits.


Required qualifications
EXPERIENCE/ EDUCATION

  • Degree/Diploma in Engineering/Occupational Safety/Health or equivalent
  • At least 5 years relevant working experience, preferably in construction industry and/or energy industry
  • Experience in civil, piping and electrical works required
  • Experience in producing, reviewing and managing project HSE documentations
  • Possess ISO 14001 & ISO 45001 Internal auditor certification an advantage


SPECIFIC SKILLS/ KNOWLEDGE

  • Must be a registered Safety and Health Officer with Department of Occupational Safety and Health (DOSH) Malaysia
  • Willing to be relocated to other locations when required
  • An advantage if able to commute independently using public or personal transport for work‑related travel when required.
  • Ability to converse, read and write in Malay and English
  • Ability to interact professionally with all organizational levels, races and nationalities while maintaining strong ethics and professionalism.
  • Excellent problem-solving, organizational, analytical and critical thinking skills
  • Excellent leadership skills and ability to drive and influence change management.
