Job Description: HSE Executive

Company Category: Small & Medium Enterprise (SME) – Oil & Gas Services / Engineering

Position Type: Full-Time

Location: Office Base(KL- Office) with Offshore & On-site Mobilization (requires travel to offshore platforms and onshore marine supply bases)

Position Objective

The HSE Executive will lead, coordinate, and execute all health, safety, and environmental initiatives across the company’s corporate and commercial project operations. This role demands an engineering background to bridge the gap between technical operations and safety compliance. The successful candidate will manage safety technical bid preparation, conduct field safety engagements, lead risk assessments, and manage incident investigations, while remaining fully physically fit for offshore deployments.

Key Responsibilities1. Risk Assessment & Environmental Compliance

  • Lead the development, review, and implementation of project-specific Risk Assessments (RA), Hazard Identification, Risk Assessment, and Risk Control (HIRARC) matrices, and Job Safety Analysis (JSA).
  • Conduct and coordinate Chemical Health Risk Assessments (CHRA), maintaining strict chemical registers and ensuring appropriate control measures are deployed for hazardous substances.
  • Manage scheduled waste storage and disposal workflows in accordance with environmental regulations via digital reporting systems (eSWIS).

2. Technical Tender Preparation & Safety Proposals

  • Lead the HSE technical submission for commercial project tenders, ensuring the company meets or exceeds the safety benchmarks set by oil and gas operators.
  • Draft, compile, and structure technical tender requirements, including preliminary Project HSE Plans, Risk Profiles, Emergency Response Plans (ERP), and historical safety statistical track records.
  • Utilize advanced computer literacy (MS Word, Excel, PowerPoint) to analyze safety data, build mathematical risk matrixes, and craft professional, client-facing technical bids.

3. Incident Investigation & Auditing

  • Lead comprehensive Incident Investigations for all worksite incidents, injuries, near-misses, and property damage using recognized root-cause analysis models.
  • Draft detailed, digitally structured incident investigation reports, identifying systemic failures and tracking corrective and preventive actions (CAPA) to closure.
  • Maintain, audit, and improve integrated management systems across ISO 45001:2018 and ISO 14001:2015, acting as a key player during internal and external surveillance audits.

4. Field Safety Engagement & Health Testing

  • Conduct structured Pre-Mobilisation (Pre-Mob) Briefings and deliver high-impact Mass Toolbox Talks to engineering and field crews before deployment.
  • Coordinate and administer on-site Urine Drug & Alcohol Testing (UDAT) as part of the company's screening and mobilization protocols.
  • Deploy to offshore platforms or vessels when required to oversee critical technical operations and enforce site-specific safety rules.

Job RequirementsRequirements & Qualifications

  • Education: Bachelor’s Degree in Engineering or Engineering Technology (e.g., Mechanical, Chemical, Civil, Electrical, Petroleum, or Health & Safety Engineering). Certifications (Minimum of ONE required): Valid DOSH/JKKP Safety & Health Officer (SHO) Certificate (Green Book holder). NEBOSH International General Certificate (IGC) in Occupational Health and Safety.
  • Experience: 5 to 7 years of active HSE experience directly within the Oil & Gas sector (offshore operations, hook-up & commissioning, marine services, or onshore fabrication).
  • Technical Skills & Competencies:
  • Proven proficiency in Incident Investigation frameworks and comprehensive Risk Assessment (RA / HIRARC) development.
  • Practical understanding of CHRA requirements and chemical management.
  • Strong Computer Literacy (Advanced MS Office suite—Excel for statistical logs, Word for safety plans, and PowerPoint for mass toolbox talks and safety briefings).
  • Strong technical writing capability to compile commercial bid/tender HSE sections.
  • Practical knowledge of handling and administering UDAT (Urine Drug and Alcohol Test) kits under proper chain-of-custody rules.Physical & Logistics Readiness:
  • Must be Physically Fit and capable of passing standard Oil & Gas Medical Examinations (including offshore medical fitness criteria).
  • Possess or be ready to obtain valid offshore(Company will provide) safety passes (such as BOSIET / T-BOSIET and Seaman Card).
  • Full willingness and freedom to travel offshore or to remote sites on short notice.

Pay: RM4,500.00 - RM7,500.00 per month
